California's Bureau for Private Postsecondary Education
California has been without an approval agency since 7/1/07. After two
and a half years of political wrangling the legislature has finally passed
Assembly Bill AB 48. The new law will go into effect as of 1/1/10.
An institution that had a valid approval to operate on June 30, 2007 now has
an approval that is valid for three calendar years after the expiration date of
the approval, as it read on June 30, 2007.
An institution that had an application to renew an approval to operate that
had been pending action before the former Bureau for Private Postsecondary and
Vocational Education on June 30, 2007, is deemed processed:
(1) Applications received prior to January 1, 2006, shall
be granted an approval to operate until 2012 to coincide with the anniversary
date of the current approval to operate date.
(2) Applications received after January 1, 2006, shall be
granted an approval to operate until 2013 to coincide with the anniversary date
of the current approval to operate.
An institution that did not have a valid approval to
operate issued by, and did not have an application for approval to operate
pending with, the former Bureau for Private Postsecondary and Vocational
Education on June 30, 2007, that began operations on or after July 1, 2007, may
continue to operate, but shall comply with, and is subject to, this chapter, and
shall submit an application for an approval to operate to the bureau pursuant to
this chapter within six months of that application becoming available.

State Board for Private Postsecondary Education Each state has an agency
that has the authority to grant licensure or approval for private postsecondary vocational schools,
non-degree-granting and degree-granting institutions. In Arizona,
for instance, the State Board for Private Postsecondary Education has the approval
authority for non degree-granting proprietary schools and non-accredited degree-granting institutions.
In Texas, the Texas Workforce Commission approves and regulates
private career schools and if you want to start a school in Florida that offers
allied health programs,
you must apply to the Commission for Independent Education. I assist my clients put together
often complex and difficult application and to successfully apply for and receive approval
for their schools or programs.

Florida's
Commission for Independent Education The
Commission for
Independent Education has statutory responsibilities in Florida regarding nonpublic,
postsecondary, educational institutions. The
Commission for Independent Education have
one of the most comprehensive website of any postsecondary approval agency. You will
find the application more complex than most and a thorough reading of the Chapter 1005
of Florida Statues and Chapter 6E of the Florida Administrative Code is advised before
you attempt it. Applicants are also required to submit to a criminal background check.

Pennsylvania's
State Board of Private Licensed Schools The Pennsylvania Department
of Education has licensing authority for private degree-granting institutions.
The Division
of Private Licensed Schools has authority over for-profit/proprietary
schools and for-profit/proprietary vocational-technical schools. Pennsylvania Department
of Education's
Division of Private Licensed Schools is a tough and rigorous application
process. As of 2007, there were approximately 324 private licensed schools in Pennsylvania
and 16 registered out-of-state schools. Most of the schools offer certificate or diploma
programs with 89 institutions authorized to grant specialized associate degrees. I can help

The
Texas Workforce Commission The
Texas Workforce Commission
has authority over private career/vocational-technical schools in Texas. The process usually
takes between two to three months from the time the application packet is submitted to the time
that all of the requirements are met and a Certificate of Approval is issued by the
Texas Workforce Commission. There are three different applications,
each for a different type of school. Since the distinctions between

Arizona's
State Board for Private Postsecondary Education The
Arizona State Board
for Private Postsecondary Education is responsible for enforcing the statutes and
rules relating to private postsecondary education in Arizona. In this capacity,
the State Board for Private
Postsecondary Education is charged with licensing
and regulating persons and organizations operating vocational programs and granting
degrees within the State of Arizona. To obtain a license to operate vocational or
degree programs, a person must go through the
State Board for Private
Postsecondary Education’s License application process, which takes between 180 and 240 days. I can help you
